M-3-26 Towards Outcomes Focused Management of Fisheries: Developing a Framework for Minnesota Anglers

Beginning in 1998, we have collected motivation and preference information from anglers in Minnesota across several different contexts using a Recreation Experience Preferences (REP) approach (Manfredo, Driver & Tarrant 1996).  The long-term goal of this research program is to develop an Outcomes Focused Management (OFM) framework to guide fisheries management in Minnesota (Fulton, Manfredo and Anderson 2008).  While the OFM approach has proven useful for managing recreation across and array of multiple-use contexts (Driver 2008), the utility of the REP for understanding and improving the management of recreational fisheries has been questioned (Arlinghaus 2006).  We examine the effectiveness of the REP scales across multiple angling contexts in Minnesota, and suggest future research and management direction for achieving an Outcomes Focused Management approach for fisheries in Minnesota.
