Perspectives on the Administration of Fisheries Programs

We present our individual perspectives on ten attributes of an effective administrator that were dreamed up by the geezer author in a rare period of lucidity.  While we both believe the attributes are important for an effective administrator, our perspectives on them are tempered by the significantly different work environments in which we have functioned.  One of us (Harris) was fortunate to work during a period of relative prosperity and program expansions that we might call The Best of Times.  The other (Waters) is working in a period of budget austerity with staff and program reductions that could be viewed as The Worst of Times.  We believe the administrative attributes are valid in both types of work environments; although each environment presents unique challenges to their consistent application.
