Wheel Watch (Lookout) Requirements in the Alaska Small Boat Fleet

Observers were first deployed on Alaskan fishing vessels less than 60’ Length overall with the implementation of the Restructured North Pacific Observer program in 2013.  Observers initally reported a relatively high level of non-compliance with safety regulations that require a lookout at all times while at sea. Failure to maintain a lookout while at sea compromises the safety of those onboard and increases the possibility of collision or grounding. NOAA's Office for Law Enforcement, the United States Coast Guard and Observer Program partners worked together in a collaborative effort to educate the industry members and gain compliance with the longstanding lookout requirement for the protection of life at sea. This talk describes the roles of those involved and efforts to increase at sea safety on board the Alaskan small boat fleet.
