Collaborative Support for Potential Observer Victims

The Magnusson Stevens Act (MSA) established the authority of NMFS to deploy observers into the field and onboard commercial fishing vessels in support of sustainable fisheries management, while also prohibiting the harassment or intimidation of an observer. Harassment, intimidation or other potentially victimizing situations may arise between industry and an observer for a variety of reasons. In the event an observer needs assistance while deployed, the Alaska division of NOAA's Office for Law Enforcement works as part of a team with state and federal partners to support observers. This poster demonstrates the reporting and response options used to aid observers in the field.
