Ten Years Successful Collaboration to Achieve No Net Impact for Plan Species by the HCPs' Signatory Parties
Collectively, the Rock Island (RI) and Rocky Reach (RR) Hydroelectric Projects’ Habitat Conservation Plans (HCPs) including Passage Survival Plans, Hatchery Compensation Plans, and Tributary Conservation Plans, were successfully implemented to achieve No Net Impact (NNI) on Plan Species for RI and RR by 2013. RI and RR projects have achieved the survival standards for all spring migrants (spring Chinook yearlings [93.65% combined adult and juvenile survival (CAJS) for RI, 92.28% CAJS for RR]; sockeye [91.75% CAJS for RI, 92.58% CAJS for RR], and steelhead [96.08% CAJS for RI, 94.77% CAJS for RR]) based on measured Juvenile Project Survival or Combined Adult and Juvenile Project Survival (Phase III Standards Achieved). Innovative technologies such as the Juvenile Fish Bypass System at RR, over/under and notched spill gates at RI, aggressive predator control programs at both RR and RI helped to successfully achieve NNI. Using the HCP’s adaptive management process, acoustic tags were developed as a practical alternative to PIT tags and were successfully used at both RR and RI Projects to meet survival standards.
