127-25 Restoring Streamflow Through Aquifer Recharge in Oregon's Umatilla Basin
As part of the Umatilla Basin Aquifer Recovery Project, the State of Oregon is implementing a multi-function water delivery system to supply additional water for both instream and out-of-stream uses in the Umatilla Basin. This project will treat and store water harvested during high winter river and stream flows for later use. The desired conditions defining system optimization goals are that 75% of infiltrated waters are available to supply irrigation, industry, and drinking water, while as much as possible of the remaining 25% of infiltrated waters supply cool return flows to the Umatilla River or its tributaries during periods of low flow and high water temperature stress on endangered aquatic species. This presentation will focus on developing mechanisms and policy/laws for promoting environmental benefit. These will include developing a mitigation bank as well as exploring options for conjunctive use of ground and surface water.
