84-28 CSP Symposium Wrap-up

This talk will summarize the symposium on catch share programs.  It will largely be a recap of what is presented, but will undoubedly emphasize several points.  Successful fisheries management involves restricting access to fisheries - the declaration of 200 mile zones in the U.S. and elsewhere were a necessary step to allow the U.S. to manage its fisheries and I believe that decision is universally supported by Americans.  Everyone recognizes that open access fisheries lead to overexploitation and economic waste  the only question is whether governments or local communities will develop the mechanisms to restrict access.  Thus in general, catch share programs are going to happen - not everyone can be allowed to fish who wishes to.  The questions primarily concern who is allowed to fish and what mechanisms are used to make that decision.
