Comanagement has long been recognized as a valuable tool for policy development and effectiveness.  Operationalizing this tool, however, has met with complications regarding identification of diverse stakeholders and the multidisciplinary and multi-interest groups they represent.  Effectiveness of new policies are threatened if diversity is not fully understood. Potential problems regarding socio-economic and environmental resource stresses and the potential conflicts between tradition and modern trends are examined with special attention paid to both Northeast and Northwest United States fisheries issues.
