127-9 Realigning the Fundamentals of Growth to Support Puget Sound Fisheries Habitat
Regulations provide important protections to waterfront and watershed functions, while acquisitions can protect key parcels. But, the challenges we face are comprehensive, across the landscape. We need the strategic alignment of a wide range of tools to attain sustainable and resilient watersheds. We increasingly understand the toolset: regulatory prohibition, education, mitigation, regulatory incentive, tax incentive, TDR, easement, acquisition, revolving fund, condemnation, public trust doctrine, conservation leasing. But in part due to the separation of authorities and narrowly defined missions, agencies, partner nonprofits and private enterprises must overcome barriers to establish a common, comprehensive, coordinated and strategic vision. With alignment of vision and purpose, what could the future look like for Puget Sound watersheds?
